"Excelent question!" Ryan said. "And the answer is, it's nowhere. Or rather, it's not a real city. I try not to blow up real cities for classes." He pressed a few keys on his pad, and a holodisplay appeared, showing a part of the city, notably the harbor. It was, to say the least, a mess. There were fires in various places, rubble strewn about... something had exploded, and from the blast pattern, it had been a building they were over.
"Today's class is a practical exercise in power use and judgement. Disaster management is something X-Men have to deal with a lot, more often than fighting super-jerks if you'd believe it. So we're going to see how well you can do here. We're hovering over an evacuated city where a gas explosion has devastated the area. Rescue work has already been done, we're not going to worry about that right now. But we are going to worry about two things."
"First, area safety. You're going to make sure there's nothing left feeding the fires. There's a live gas line in there somewhere, you need to find it and identify it so that it can be shut off and the fires can be put out."
"Second, collateral damage. You're going to find any additional problems that might have been caused by this that need to be contained. The first one to say 'all the buildings are wrecked' or something wise-ass like that gets a detention."
"This isn't time sensitive, there's nothing that you have to rush to figure out. The situation isn't going to really get any worse down there unless you do something to make it worse. So you have the time to just relax and think."
