-By projecting power into a specific area he can slow down time for a short time.

Personality: Incredibly curious, often asking far too many questions for his own good. He isn't really used to being around mutants other than his X-Corp tutor, and the few personnel in the Hong Kong office.

Description: 5ft 11inches tall, 170 lbs with an athletic build (Running, Cycling) David is a fairly average looking individual. He has gray eyes, and light brown hair.

Background: Born in Hong Kong, China to British human parents who worked in the embassy there David had a relatively normal life. His powers emerged around the age of 12 when after his bike had been broken he caused it to become good as new. Slowly, but surely his powers began to run amok. Plants near him grow incredibly fast before they withered and died, cars would fall apart, concrete walls crumbled to dust. Things eventually came to a head when during a school trip the bus began to fall apart, and then the cars around them, and eventually the bridge. As the bridge sagged, David panicked and the world went blank. He heard later that a blinding light had engulfed the bridge, and then as suddenly as it came it disappeared leaving the bridge and everything on it good as new.

Upon waking up David found himself not in the local hospital, but a nearby X-Corp facility. The X-Corp personnel there explained the situation to David, and that due to the unstable nature of his power they insisted he stay there with them until he gained a modicum of control. After a brief time studying his powers they gave David what amounted to stabilization gauntlets, which would keep his powers in check. His parents insisted he stay in China with them, so X-Corp provided a power tutor that he would have regular sessions with.

Now 7 years later he is on the steps of XU to continue his education both academic (majoring in physics), and power related.

When you say "slow down time," do you mean such that everything appears to be moving in slow-motion to him? Are his movements normal compared to the "slow" time, or is additional time to react all he gains?

It'd be a bubble of slow time, so things would appeared slowed to everybody outside the bubble. Inside the bubble people would perceive it as normal.

He would move at normal speed compared to whatever is in the bubble with him, so he would gain additonal time to react/move/etc. People inside would probably see him moving very quickly.
